Kerala High Court to consider plea filed by All India Tourist Permit vehicle owners today

Kochi: The High Court is set to hear the plea filed by private vehicle owners with All India Tourist Vehicle Permit again today. Among the petitioners is Girish, the owner of Robin Bus. Allegations have been made that the motor vehicles department is imposing fines without proper calculations, as highlighted in the petition.

The petition argues that, according to the All India Permit Rules implemented in May, buses are permitted to make stops at various points for pick-ups and drop-offs. However, the motor vehicle department is allegedly imposing unwarranted fines in connection with this practice.

In a previous hearing, the court granted an interim order allowing Robin Bus to continue its services with pre-booked passengers. The court emphasised that, in the case of any violation of permit regulations, the bus could continue operations by paying fines. Nevertheless, the fines imposed by the motor vehicle department in recent days were allegedly not accurately calculated.

Additionally, the court has temporarily halted the imposition of fines by the motor vehicle department on some other vehicles belonging to petitioners.

Meanwhile, the court has extended the consideration of a petition filed by the Kerala State Road Transport Corporation (KSRTC), which contends that certain amendments to the All India Tourist Permit Rules are unlawful. The court is scheduled to hear the plea on Thursday. During earlier proceedings, the court expressed scepticism about how KSRTC, being a government entity, could file a petition against a central law.
