Samuel, a resident of Kumbazha in Pattanamthitta, found himself in a predicament when he discovered that he had been fined by the Motor Vehicles Department (MVD) for driving his car without a helmet. The penalty notice was issued for his car with registration number KL 3AA 9254. But, Samuel was oblivious to the violation until he approached a bank for a loan.
But the bank officials said that without clearing the penalty, they have no provision to sanction the bank loan.
Seeking clarity, Samuel contacted the Regional Transport Office (RTO), where he was informed that the penalty had been imposed by the traffic police in Pattanamthitta. In an effort to resolve the matter, Samuel promptly submitted all the necessary documents to prove that his car was exempt from wearing a helmet while driving. Nevertheless, the RTO directed him to approach the Patthanamthitta traffic police, who were responsible for imposing the penalty.
Then Samuel submitted all the data proving that the penalty is imposed for his car, which does not need a helmet while driving.
But the authorities replied that they could not do anything as they had been sent to the court. The instruction was to present the documents to the court and file a case to waive the fine.
Realising that pursuing a legal case would be time-consuming and require more money, Samuel decided to pay the fine of Rs 500 at the court. He reluctantly made the payment, as he understood that further delay in settling the penalty could hinder his loan application process.
