Punjab: The Punjab-Haryana High Court has stayed the order of the Gurugram Consumer Council to impose the one dog per family norm. The directive came after a person who was bitten by a dog approached the court seeking compensation. In November, the consumer court had directed the Gurugram Municipal Corporation to take stray dogs in custody and provide them shelters.
While hearing the case, the bench said that the orders passed by the consumer court were beyond the bounds of the Consumer Protection Act, 2019. On November 15, the Gurugram District Consumer Disputes Redressal Commission had ordered a ban on about a dozen foreign dogs. The commission had asked people to keep only one dog. This order was stayed.
The court has also directed dog owners to register their pets and not to unleash them in public places. The court asked to ensure that the dog does not bite anyone. The court also directed to keep eco-friendly disposable bags for disposal of dog excrement.
