Thiruvananthapuram: 11 ordinances included the Lokayuktha amendment has been lapsed on Monday when Governor refused to give his accent. The ordinances were valid till 12 pm yesterday. Among them, there were ordinances that have rewritten for seven times.
This will make the case in lokayuktha against the CM, on diverting the relief fund, more complicated.
The state Government had tried to persuade the Governor and as part of this it is indicated that the ordinance to limit the discretionary power of the governor would not implement now.
If the Governor signs the ordinances that are lapsed, it will get the retroactive power according to the ‘saving clause’. The ‘saving clause’ is something that can consider the law shall be deemed to have survived on the days after the repeal.
Last day, the Governor said that It takes time to study about the ordinance and it is not possible to sign it without a detailed analysis.
He also said that he will accept the ordinance only after receiving appropriate explanations and the Government should uphold the democratic values.
