Governor’s decision should be what the CM say; Governor’s discretion is limited; says Pinarayi Vijayan

Thiruvananthapuram: Chief Minister Pinarayi Vijayan has responded to the Governor’s tweet in the press meet held in Thiruvananthapuram today. CM explained his views on the issue while justifying about the allegations on his foreign visit.

Pinarayi Vijayan told that it’s not proper to have an approach that no one should criticise anyone. Our constitution provides the right to freedom of expression. Our nation follows federalism and  parliamentary democracy. The position as well as duties of the Governor has been clearly mentioned in our system. And so is the duties of ministers too, added Pinarayi Vijayan.

Governor’s general responsibility is to function with the help and advice of the ministry. Dr. Ambedkar himself has expressed that the Governor has  limited discretion. Ministers are decided by the Chief Minister and resignation of ministers is to be submitted to the CM. And the CM is the one who hands over minister’s resignation to the Governor. Pinarayi Vijayan also added that the Governor should take decisions according to the suggestions given by the Chief Minister.

CM’s response was with reference to the tweet of the Governor.

“The CM and Council of Ministers have every right to advice Governor. But statements of individual ministers that lower the dignity of the office of the Governor, can invite action including withdrawal of pleasure.”, Arif Mohammed Khan tweeted on Monaday.
