Kochi: High Court expressed its shock over the incident of a child fallen in an open drainage. Justice Devan Ramachandran said that the incident was shocking and pointed out the authority failed in maintaining the roads and footpaths.
It is the Secretary who appeared in the court from the side of Kochi Corporation. The court asked the Secretary if it is right to keep the drains open.
Public streets are not just for the elders but the children also have equal rights to use it. The child was saved by luck, said the court and also instructed the concerned officials to take necessary steps as soon as possible.
Court asked the Secretary if he is sure whether a child going out on a bicycle will return home safely. HC also reminded that Kochi is a metro city and the municipality is responsible for the proper maintenance of the footpath and drainage.
The municipal secretary informed the court that the drainage will be covered within two weeks. The case will be considered again on 2nd December.
