New Delhi: The Supreme Court on Friday upheld a circular issued by the University Grants Commission (UGC) on July 6 to hold exams by September 30. However, states can approach the UGC to defer the exams beyond September 30 deadline in view of the coronavirus pandemic.
The three-judge bench headed by Justice Ashok Bhushan said, “States cannot promote students based on internal assessment or past performance. If states want to hold exams after September 30, they can approach UGC for the same.”
The bench asserted that the States and Union Territories cannot promote final year students without examination and asked them to approach the UGC to seek postponement of the exams.
