Kochi: The High Court has emphasized the importance of prioritizing human safety over concerns for stray dogs. Justice PV Kunhikrishnan urged dog lovers to collaborate with local bodies, rather than just expressing sentiments in the media, to address the issue of stray dog population.
Justice PV Kunhikrishnan suggested that animal lovers should work with local authorities to implement animal birth control rules and conditions, potentially by obtaining licenses. The court directed the government to coordinate with the central government to devise necessary guidelines or plans.
Highlighting the severity of the situation, the court noted instances where students fear attending school alone due to the threat of stray dog attacks and where individuals refrain from morning walks due to safety concerns. Despite such challenges, the court observed that taking action against stray dogs often prompts complaints and protests from dog lovers.
The court’s directives came in response to a petition filed by individuals, including TM Irshad and Muhammad Imtiaz of Muzhathadam ward in Kannur, questioning the keeping of stray dogs on premises of a house in Kannur. The petition alleged that Rajeev Krishnan, who cares for sick or injured stray dogs, was causing a disturbance to neighbors by keeping them in unsanitary conditions.
Rajeev Krishnan, however, defended his actions, asserting that he is an animal lover who cares for dogs without causing disturbance or pollution to neighbors. As per the court’s orders, Rajeev Krishnan is mandated to apply for a license within one month. The Kannur Corporation has been instructed to grant the license under strict conditions. Additionally, the Corporation is tasked with removing stray dogs from the premises if Rajeev fails to apply for a license within the stipulated timeframe.
